I’ve been spending a lot of time in Central Asia recently. Not on Zoom. On the ground.

I listened to the miners and what matters to them. I’ve stood around hydro plants. I’ve sat with telecom operators and in the halls of ministries. And here is the realization I keep coming back to: The global AI conversation is happening in the wrong rooms.

Most news talk about foundation models, multi-billion dollar valuations, and hyperscale clusters. But nobody talks about what AI infrastructure looks like at 4,000 meters above sea level. Nobody talks about what it means to run compute inside a gold mine, or in a hydro control station, or along a mountain railway tunnel.

That is where the real decisions are being made.

The Infrastructure Gap Is Structural, Not Technical

We all know AI is concentrated. Currently, 74% of global data center capacity sits in just 10 countries. That isn’t an innovation issue; it’s a capital allocation issue.

Hyperscalers deploy where ROI is dense and predictable. But what about the university with a $200K compute budget? Or the emerging nation with a $5M digital transformation plan? Or the energy operator in remote, rugged terrain?

They are not priority customers for Big Tech. So they are forced to compromise. They wait. They depend on foreign clouds. Or, they don’t build at all.

When you talk to governments, the conversation isn’t about LLMs. It’s about control:


  • Who owns the infrastructure?

  • Where does the data actually sit?

  • What happens in a geopolitical shock?

  • What happens when the external fiber connection fails?


Sovereignty isn’t ideological. It’s operational.

What Sovereign Compute Actually Means

Let’s be clear: Sovereign AI is not about building a $500M hyperscale data center in every country. That’s unrealistic. It’s about phased, modular deployment.


  1. Start small.

  2. Anchor to energy.

  3. Deploy where value is created.

  4. Scale when adoption is proven.


In Kyrgyzstan, for example, the need is concrete. A gold mining operation needs rugged edge compute for real-time drill data and 3D geological modeling. A hydro project needs grid monitoring and predictive maintenance. A telecom operator needs micro data centers at 5G tower bases for local inference.

None of these use cases justify a hyperscale build. But all of them require sovereignty.

Why We Built Concrete Engine This Way

When we started Concrete Engine, we weren't trying to “compete with AWS.” That’s the wrong framing. We asked a different question: What does AI infrastructure look like in places Big Tech will never prioritize?

You start with a university deployment. A mining pilot. A telecom edge node. You prove the reliability and the economics. Then, the ministries scale it. Infrastructure credibility compounds node by node.

This Is Bigger Than Central Asia

Over 80% of nations are now implementing sovereign AI policies. But policy without infrastructure is just a press release. Real sovereignty is power availability, cooling, and local compute.

If AI infrastructure remains geographically concentrated, economic power will remain geographically concentrated. We cannot talk about democratizing AI while ignoring the physical steel and energy required to run it.

The Hard Part

Building in underserved markets is harder. The sales cycles are longer. The navigation of public-private partnerships is complex. It is not the fast-paced SaaS playbook—but it is durable.

When you deploy infrastructure in a place that never had it before, you don’t just enable one workload. You change who can participate in the digital economy.

The Future is Decoupled

The future of AI will not be decided only in Silicon Valley. It will be decided in hydro plants, in mines, in rail corridors, and in research labs that cannot afford hyperscale pricing.

Sovereign AI is a structural shift in how nations think about power, security, and economic independence. And we are only at the beginning.
